Under the leadership of James Boggs, vice president for academic affairs and research, and William Abbott, director of international, programs, plans were formalized for OSU to operate a branch in Kameoka in the Kyoto prefecture of Japan. The program involved Japanese students coming to OSU for fifteen months to study in the English Language Institute, and then returning to Japan to attend the branch that offered general education courses.
