Under the leadership of James Boggs, vice president for academic affairs and research, and William Abbott, director of international programs, plans were formalized for OSU to operate a branch in Kameoka in the Kyoto prefecture of Japan. Kameoka is Stillwater’s sister city. The program involved Japanese students coming to OSU for 15 months to study in the English Language Institute, and then returning to Japan to attend the branch that offered general education courses.
